Staff
The staff at EnTech is small but effective, friendly but dedicated. It combines over 70 years of experience in a multitude of disciplines in civil engineering, which enables us to provide a full range of functions to meet our clients’ needs.
Dave Engels serves as both principal and project manager for EnTech. He has over 30 years experience in project administration and management of various civil engineering projects, with a particular emphasis on water and wastewater projects. He also has design and construction management experience involving roads, storm drainage facilities and land development. With much of his experience involving both project development for and operations of utility organizations, Mr. Engels offers the ability to understand and manage a project from concept to reality. Dave holds a B.S. in Civil Engineering with Special Honors from the University of Colorado in Boulder and a Masters of Public Administration from the University of Wyoming. He is a registered professional engineer in the states of Wyoming and Colorado. Professional affiliations include the American Water Works Association, the Wyoming ACEC, and the Wyoming Engineering Society. |

Joe Feeley serves as both principal and project manager on various engineering projects, and has approximately 25 years experience involving design and construction administration for rural highways and urban streets, land development, water and sewer systems, storm drainage facilities, wetland mitigation, and storm water control. In addition to his civil engineering experience, Mr. Feeley is also a registered land surveyor with specific experience in legal/boundary surveys, control and design surveys, and water right surveys. Joe holds a B.S. in Civil Engineering from the University of Wyoming, and is both a registered professional engineer and registered professional land surveyor in the states of Wyoming and South Dakota. He is a member of the Wyoming ACEC (serving as a member of that organization's Transportation Committee), the Wyoming Engineering Society, and the Professional Land Surveyors of Wyoming. |

Mike Evans serves as principal, project manager and project engineer for EnTech. Mike has over 26 years of experience in design and construction of projects including over 100,000 feet of water distribution and sewage collection systems, design of primary and cross wind runways, highway design for the Wyoming Department of Transportation, road design for Sheridan County, design and preparation of detailed environmental assessments for major Abandoned Mine Lands (AML) projects in Wyoming and Montana, hydrologic studies and design of mine reclamation or related facilities for several major coal mines, and preparation of feasibility studies and hydraulic modeling for large rural water supply and distribution systems. Mr. Evans also served as Sheridan County Engineer from 1992 to 2001. He is experienced in computer applications for earthwork, geometric design, survey, and hydraulic analysis. Mike obtained a B.S. in Civil Engineering from the University of Wyoming. He is a registered professional engineer (civil) in Wyoming. His professional affiliations include the Wyoming ACEC and the Wyoming Engineering Society. |

Julie Feeley serves as office manager for EnTech, having held this position since EnTech’s inception in 1998. She is responsible for all of EnTech’s accounting, bookkeeping and information management functions. |
